New filter, occupation field display and blast confirmation modal

Update

We added the Date tagged filter! You can now filter for signups who received a specific tag within a date range.

We updated the Occupation fields to display consistently across List View and Single Person View.

We added a pop-up window if "All" recipients are selected for a text blast. Control panel users now need to confirm that they want to send or schedule the send to all contacts.
