Consents are now available to use when you choose recipients in the email editor. This is our first step toward connecting consents more deeply with other parts of the product.

We made some changes related to how users may access imports and exports when they have restricted people visibility:
- When a control panel user has “all” people access, they can download any of the files
- When a control panel user has “none” people access, they can’t download any of the files
- When a control panel user has “assigned” permissions, they can only download imported files that they originally uploaded or exports that they created
- A control panel user can download exports authored by people who are assigned to them, even if they have assigned people access
